Eviction Prevention Policy
1. Policy Statement
Family Promise of Puget Sound (FPOPS) believes every family deserves the stability of a home. We are committed to keeping families safe, together, and out of the shelter system through targeted “pre-shelter” prevention. This policy outlines our procedures for supporting families facing temporary, unexpected crises by providing emergency financial intervention. Our aim is to resolve immediate housing threats before families lose their housing and to partner with them to ensure sustainable, long-term independence.
2. Scope
This policy applies to all families seeking eviction prevention assistance from FPOPS, partnering property owners/landlords, and all FPOPS staff and volunteers involved in case consultation and program operations.
3. Guiding Principles
- Family Stability: Prioritize keeping families housed and preventing the trauma of entering the emergency shelter system.
- Targeted Crisis Intervention: Focus funding and assistance on families facing a specific, unexpected emergency (e.g., job loss, reduced work hours, natural disasters, or unexpected car repairs affecting employment).
- Sustainable Future: Look beyond the immediate crisis by requiring participation in financial planning tools to ensure long-term housing stability.
- Equal Opportunity: Maintain a strict commitment to equal housing opportunity, providing care and services without discrimination based on race, color, religion, sex, disability, familial status, or national origin.
4. Eligibility & Program Guidelines
To ensure resources are allocated effectively and transparently, the following guidelines and limitations apply to the Eviction Prevention program:
- Coverage Limit: The program covers a maximum of one month of past-due rent to help the family catch up.
- Family Composition: The household must include at least one child under the age of 18.
- Financial Cap: Total financial assistance is strictly capped at $3,000 per family per calendar year.
- Landlord Partnership: The property owner or landlord must pre-register as a vendor with Family Promise before an application can be considered or funds disbursed.
5. Client Responsibilities (Checklist for Success)
Families seeking assistance must partner with FPOPS by fulfilling the following responsibilities:
- Complete the Application Process: Must complete the required Consultation Form before submitting the specific application for Eviction Prevention funds.
- Provide Proof of Crisis: Submit valid documentation such as an eviction notice, late rent notice, or direct communication (text/email) from the landlord.
- Provide Proof of County Denial: Supply documentation showing the family has already applied for and been denied county-level prevention funds.
- Provide Landlord Information: Supply accurate contact information for the landlord on the Release of Information and ensure they complete their vendor registration.
- Sign a Release of Information (ROI): Allow FPOPS case managers to legally communicate with landlords and advocate on the family’s behalf.
- Commit to Stability Tracking: Agree to partner with FPOPS for 12 months using the Budget Builder system to ensure long-term housing stability following the financial assistance.
6. Client Rights
- Transparent, easy-to-understand information about program guidelines, financial caps, and the application process.
- Treatment with dignity, empathy, and respect by every staff member and volunteer.
- Protection of privacy and confidentiality regarding financial data and housing status.
- The right to a dedicated consultation to identify all potential avenues of support.
