Family Promise of Puget Sound (FPOPS) operates an emergency shelter program to offer immediate safety and support to families experiencing homelessness. Our program is a structured, temporary, and supportive environment focused on empowering families to achieve self-sufficiency.

Our Primary Goal
To provide comprehensive services for families committed to achieving and maintaining a stable residence in Pierce County. We offer dedicated help with:
- Obtaining stable housing.
- Securing sustainable income.
- Accessing essential resources for long-term self-sufficiency.
Trauma-Informed Care
As a trauma-informed organization, FPOPS understands the impact of trauma on individuals. We create an environment that is safe, predictable, collaborative, and empowering, responding to behaviors in a supportive manner.
Temporary Stay
Our emergency shelters are for short-term stays, typically less than 30 days. We focus on quickly assessing your needs and connecting you to resources for a more permanent solution. Extensions are possible based on individual progress and program capacity.
Shelter Models & Resources
Shelter Types
- Rotational Hospitality: Families stay overnight at various host sites.
- Static Shelter: Families stay at a single location, with community partners providing hospitality.
- Scattered Site: Families are housed in temporary accommodations like apartments or hotels.
Provided Resources
We ensure you have essential items like cots, blankets, and hygiene supplies. We also collaborate with community partners to provide additional support such as food and clothing. Our case managers can assist with financial aid and obtaining vital documents like IDs and birth certificates.
Safety and Sanitation
All shelters meet high standards for safety, sanitation, and privacy. This includes structurally sound buildings, proper facilities, and fire safety measures. We are committed to a safe, violence-free, and drug-free environment.
Client Expectations & Participation
Active Engagement
You are required to be an active participant in your housing plan, which includes regular meetings with your Case Management Team. Participation in the Coordinated Entry (CE) process is also expected to connect you with broader community support.
Program Conduct
We have clear guidelines to ensure a safe and respectful environment for everyone. Violations such as drug/alcohol use, violence, or theft can lead to immediate dismissal from the program.
Financial Accountability
After three weeks, you must provide weekly bank statements to your case manager and work on a personalized savings plan for housing expenses. This helps you build a solid financial foundation.

Grievance Process
If you have concerns about the shelter or staff, a fair, respectful, and confidential grievance process is available to you.
